LOWELL, Mich.—A slight hike in water and wastewater rates is among the recommendations Lowell City Manager Mark Howe is making for the 2014-2015 city budget.

Howe says the rate increase would cost the average customer about $0.69 more per month and represent less than a one percent increase.

In a statement on the city’s website, Howe says declining property tax revenue over the past three years has led to a loss of more than $250,000 per year to the General Fund.  However property values are expected to level off this year. The city still faces the challenge of replacing nearly $500,000 in public works equipment over the next five years.
